Pausing YouTube means it stops playing on your child's devices right now, from wherever you are, until you turn it back on.

With the device's own controls, you need Family Link on your phone, your child's Family Link account, and their Android device.

In Family Link, choose your child, tap Controls, then App limits, and block YouTube. To turn it back on, you unblock the app yourself.
